One issue that’s been
raised since the April 5 explosion at the Upper Big Branch Mine in Raleigh
County is whether miners fear losing their jobs if they report unsafe
conditions. A mine safety law that’s been on the books since 1977 was intended
to give miners the ability to report problems without retribution. But for it
to work, mine safety advocates say it needs more support from MSHA.
